What’s with the Trade Bill ?

For years we have had trade authority granted to presidents as “fast track” authority so the treaties don’t become bidding wars in Congress. The treaty has to be voted up or down as a single entity. This has been done under Democrat and Republican presidents with Republicans usually more in favor of free trade. Under Bill Clinton, we had The North American Free Trade Agreement or NAFTA which was controversial on issues like Mexican truck drivers qualifications.

Obama has delayed a trade treaty with Columbia for political reasons for years until the GOP dominated Congress ratified the treaty in 2012, eight years after it was negotiated under Bush.

Colombia’s Congress approved the agreement and a protocol of amendment in 2007. Colombia’s Constitutional Court completed its review in July 2008, and concluded that the Agreement conforms to Colombia’s Constitution. President Obama tasked the Office of the U.S. Trade Representative with seeking a path to address outstanding issues surrounding the Colombia FTA.[2] The United States Congress then took on the agreement and passed it on October 12, 2011. The agreement went into effect on May 15, 2012.

At present President Obama is asking for “fast Track Authority” and may finally get it but the opposition is different this time.

The House will vote Friday on a bill that would give fast-track trade authority to President Barack Obama, a measure likely headed for passage in a close vote after months of lobbying by the White House and business groups.

Representative Kevin McCarthy, the California Republican who is majority leader, set out in a memo to lawmakers a two-day vote schedule designed to solidify support of Democrats who will back the bill. The House begins Thursday with a measure to promote trade with poorer countries.

Not all Republicans are on board, many because much of the bill is secret.

Regarding the Trans-Pacific Partnership, for example, there are around 30 major “chapters” being negotiated, many of which would reshape the rules and legal environment for business in the 21st century. Only a few of these 30 chapters directly involve “market access,” such as tariff rates and quota restrictions. Many more deal with cross-border investment, investor-state relations and international business regulation. Fast-track authority granted now would enable the administration to negotiate fundamental changes in business law and regulation without democratic scrutiny of the deals until it’s too late.

Both left and right are concerned about the secrecy. There have been disclosures of alleged portions of the bill.

The latest trove of secret trade documents released by Wikileaks is offering opponents of the massive deals currently being crafted by the Obama administration more fodder to show that such agreements can impact United States laws and regulations.

The latest leak purports to include 17 documents from negotiations on the Trade In Services Agreement, a blandly named trade deal that would cover the United States, the European Union and more than 20 other countries. More than 80 percent of the United States economy is in service sectors.

According to the Wikileaks release, TISA, as the deal is known, would take a major step towards deregulating financial industries, and could affect everything from local maritime and air traffic rules to domestic regulations on almost anything if an internationally traded service is involved.

Supporters, like the Wall Street Journal, which is using ad hominem style on opponents, are not addressing the arguments. The comments to the Journal article show it is not working.

A big free-trade vote is headed for the House floor as soon as Friday, and opponents have launched a honeypot operation to ply the dumber or more partisan Republicans into defeating the bill. Protectionists on the right claim that President Obama can’t be trusted, and their last gasp is to claim the bill includes secret new immigration powers that are nowhere in the bill.

I was not the only commenter who asked how they know this since the bill is secret. Supporters say the concerns are unfounded.

Brendan Buck, a spokesman for House Ways and Means Committee Chairman Paul Ryan (R-Wis.), pointed to the fast-track bill as a way to ensure people get to see what is in the deals before they pass, noting that under fast track, the president would have to unveil each proposal and wait for two months before Congress could vote on it.

“If secrecy is a concern, TPA is the solution,” Buck said. “For the first time, it will ensure a trade agreement is public and posted online for 60 days before it can be sent to Congress.”

If so, why is the bill a secret ?

This is the president who famously said, “If you like your doctor, you can keep your doctor.”

The problems seems to be a fundamental one of trust. After the Obama amnesty, who thinks he will respect the Constitution on trade agreements ?

Iran is over-reaching ? Is Assad about to fall ?

I have previously postulated that Iran my be getting too stretched.

The Saudis are also in trouble.

Is this good or bad for our interests ?

One might argue that president Obama really played a deep game from his first day in office, perhaps intending all along to single-handedly destroy the Islamic world by withdrawing from the region. But the refutation for this hypothesis surely lies in his single-minded determination to let Iran acquire a nuclear weapon. What sense does it make to trap Iran in a corner then give them a bomb? Especially since the Saudis have made noises about buying their own nuke in turn?

More probably there was no deep calculation behind the events unleashed by administration. They simply blundered into the position they find themselves in now. As Daniel Halper notes, president Obama formally greeted the Crown Prince of Saudi Arabia by the wrong name, getting the names of his ancestors wrong too. Hillary couldn’t even remember the name of the US ambassador on the night of the attack on the Benghazi consulate.

Incompetence, rather than deep genius, may be more important in history than we would like to admit.

Obama is a community organizer with all the talent that implies. What is going to happen now?

A more vivid description of BOP (Balance of Power) was provided by Michael Scheuer, former CIA head of the Bin Laden team in an interview with Britain’s Channel 4.

I think we should back away from the whole thing. The thing was ideal when IS was advancing on Baghdad because Sunnis were killing Shias. That’s exactly what we need. We’ve proven that we’re just militarily incompetent or that the military is so shackled by its political leaders, that it can’t defeat these people. But our best hope right now is to get the Sunnis and Shias fighting each other and let them bleed each other white. …

Mr Cameron and Mr Obama and most Western leaders seem to love the idea of us being bled to death by them, rather than the other way round. And we have the problems that have been created by multiculturalism and diversity in our own countries, in Europe more severely than ours but it’s coming our way too.

This is reminiscent of the Iran-Iraq War when Henry Kissinger famously said, “It is too bad both can’t lose.”

Of course, that is 4,000 American lives ago.

What now ? Why in the world is Obama proposing to let the Iranians have nuclear weapons ?

If Assad falls, China and Russia “lose” along with Iran.

The Russians and Chinese clearly understood that if this [Iranian expansion] had happened, the United States would have had an intense interest in undermining the Iranian sphere of influence — and would have had to devote massive resources to doing so. Russia and China benefitted greatly in the post-9/11 world, when the United States was obsessed with the Islamic world and had little interest or resources to devote to China and Russia. With the end of the Afghanistan war looming, this respite seemed likely to end. Underwriting Iranian hegemony over a region that would inevitably draw the United States’ attention was a low-cost, high-return strategy.

The Chinese primarily provided political cover, keeping the Russians from having to operate alone diplomatically. They devoted no resources to the Syrian conflict but did continue to oppose sanctions against Iran and provided trade opportunities for Iran. The Russians made a much larger commitment, providing material and political support to the al Assad regime.

But as Assad began to fold the wily Russians decided to cut their losses, leaving the Iranians holding the bag.

Again, why nuclear weapons ? And, of course, it is our fault Arabs are killing each other.

Muslim Lives Matter

The current trope on the left is that “Black Lives Matter.”

The Democrats have an impressive record of genocide, beginning with the abandonment of South Vietnam. The Vietnam War was begun by Democrats, specifically John F Kennedy, who agreed to the assassination of South Vietnam leader Ngo Dinh Diem, who was killed by Vietnamese generals with Kennedy’s agreement.

Now we are faced with a somewhat similar situation in the Middle East. To quote Richard Fernandez, who I have always found reliable,

The collapse in the Middle East feels like Black April, 1975, the month South Vietnam fell. And it should, because just as the collapse of Saigon did not happen in Black April, but in a political American decision to allow South Vietnam to fall after a “decent interval”, so also is the ongoing collapse rooted, not in the recent tactical mistakes of the White House, but in the grand strategic decision president Obama made when he assumed office.

We are about to witness the total collapse of any American influence in the Middle East.

The reason the press has been trying to corner interviewees into “admitting” that George Bush made an error in toppling Saddam Hussein is the need to reassure themselves that catastrophe in the Middle East isn’t really their fault. The constant need to be told it’s not their doing is a form of denial. The more certain they are of their blunder the more they will need to tell themselves that the sounds they hear aren’t the footfalls of doom.

Because the alternative is to admit the truth and accept that to reverse the tide, 20th century Western liberalism has to die or radically reform itself. None of the people who have built political and establishment media credentials want to hear that, but all the same …

We are on the verge of a massive human catastrophe, one that the world has not seen since the fall of the Soviet Union or, in terms of percentage, since the fall of Rome.

Obamacare = Medicaid

I have been interested in health care reform for some time and have proposed a plan for reform. It is now too late for such a reform as Obamacare has engaged the political apparatus and sides have been taken. The Obamacare rollout was worse than anticipated and it was hoped that the Supreme Court would have mercy on the country, but that didn’t happen and it has been the law for two years.

What has it accomplished ? Well, the forecast drop in ER visits hasn’t happened. It also didn’t happen in Massachusetts when that plan took effect.

Wasn’t Obamacare supposed to solve the problem of people going to the ER for routine medical problems? We were told that if everyone had “healthcare” — either through the ACA exchanges or through Medicaid expansion — people would be able to go to their family doctors for routine care and emergency rooms would no longer be overrun by individuals who aren’t actually experiencing emergencies.

As it turns out, Medicaid patients can’t get appointments with physicians.

“America has severe primary care physician shortages, and many physicians will not accept Medicaid patients because Medicaid pays so inadequately,” said Michael Gerardi, MD, FAAP, FACEP, president of the ACEP.

Is Iran entering a Vietnam-style Quagmire ?

I have previously expressed concerns that Saudi Arabia was in a fight for its life.

The question is whether the Saudis will fall to their own Shiite population and whether the capture of Aden will allow Iran to block Saudi oil shipments.

“Once hailed by President Barack Obama as a model for fighting extremism, the U.S. counterterrorism strategy in Yemen has all but collapsed as the country descends into chaos, according to U.S. and Yemeni officials.”

Now, the Saudis take this war very seriously.

As for Saudi Arabia, the Kingdom is waging the first war in its history. Yet with its small, weak and inexperienced army, it cannot commit ground troops to fight both the Shiite Houthis or the Sunni Jihadists, and is relying mainly on its air power that has, thus far, caused the death of many innocent civilians.

It also is blockading ports to prevent Iranian resupply of Yemeni clients.

The Saudi-led coalition that’s fighting against Shiite rebels in Yemen said it completed a blockade of the country’s ports and is ready to step up airstrikes.
Bombing missions are seeking to stop the Shiite Houthis from moving forces between Yemen’s cities, Ahmed Asseri, a Saudi military officer, told reporters in Riyadh on Monday. Coalition aircraft and warships targeted the rebels as they advanced toward Aden, the southern port that’s the last stronghold of Saudi Arabia’s ally in Yemen, President Abdurabuh Mansur Hadi. Shipping routes to and from the ports are under the coalition’s control, Asseri said.

The Egyptians are planning to help in Yemen. Even though Nasser’s campaign in Yeman was a disaster, that was in 1962 and run by Nasser, an incompetent.

Does Barack Obama know what he is doing ? There is room for doubt. In foreign affairs he seems to be over his head. In domestic policy, he seems to be accomplishing what he wants to do. Hugh Hewitt asked former Vice President Dick Cheney his opinion.

Cheney said, “I vacillate between the various theories I’ve heard. If you had somebody who, as president — who wanted to take America down. Who wanted to fundamentally weaken our position in the world, reduce our capacity to influence events. Turn our back on our allies and encourage our enemies, it would look exactly like what Barack Obama is doing. I think his actions are constituted in my mind are those of the worst president we’ve ever had.”

Cheney has been involved in American government since Ford was president and knows a thing or two. What to make of Obama ?

The military correspondent of the Times of Israel has learned a few things since he supported Obama in 2008. Obama benefited from many people who saw him as a symbol and ignored his background and opaque record.

I noted, Bush, with his love of Zion, had been a disaster, inadvertently empowering Iran. Obama, with his cool detachment, was just what we needed.

Lastly, I encouraged her [his sister] to vote Democrat, now, before her Alex P. Keaton-like eldest got the right to vote and cancelled her out.

And she did (I think, maybe). She even wrote to me about the beauty of that cold January day in 2009 when he was sworn into office.

He was encouraging his sister to vote for Obama with the usual arguments made by intelligent people who believed Obama would be a good president. I never bought that argument. I knew the story of where he came from.

Then, reality began to creep in.

The Obama strategy.

Many of us on the right have considered Obama to be feckless and uninterested in foreign policy. That seems to have been a mistake. He has strategy but it involves an alliance with Iran.

A lengthy essay by Michael Doran, a senior fellow at the Hudson Institute, and a former deputy assistant secretary of defense and a former senior director of the National Security Council, explains the strategy. He also explains why the Obama Administration is so determined to keep it a secret from the American public and, more importantly, the Congress.

How eager is the president to see Iran break through its isolation and become a very successful regional power? Very eager. A year ago, Benjamin Rhodes, deputy national-security adviser for strategic communication and a key member of the president’s inner circle, shared some good news with a friendly group of Democratic-party activists. The November 2013 nuclear agreement between Tehran and the “P5+1”—the five permanent members of the UN Security Council plus Germany—represented, he said, not only “the best opportunity we’ve had to resolve the Iranian [nuclear] issue,” but “probably the biggest thing President Obama will do in his second term on foreign policy.” For the administration, Rhodes emphasized, “this is healthcare . . . , just to put it in context.” Unaware that he was being recorded, he then confided to his guests that Obama was planning to keep Congress in the dark and out of the picture: “We’re already kind of thinking through, how do we structure a deal so we don’t necessarily require legislative action right away.”

Things seem to be moving in the direction that Obama wishes but they are also increasing the danger of a disaster in foreign policy.

A tipping point approaches.

The Obama Administration is close to announcing a deal with the government of Iran on their nuclear program. The deal will include some weak language on delay in the acquisition of a nuclear weapon by Iran and the dropping of all sanctions against the regime by the US and its European allies. This will be a disaster, in my opinion. The New York Times has another editorial today which includes delighted anticipation of the deal and more invective against Prime Minister Netanyahu who opposes the deal.

“In a way, the administration has already won,” said Aaron David Miller, a former Middle East adviser to Democratic and Republican administrations. “If you get agreement by the end of March, it will be historic in nature, it will have demonstrated that the administration is prepared to willfully stand up to Republican opposition in Congress and to deal with members of its own party who have doubts, and has withstood Israeli pressure.”

The “historic agreement” will fulfill the ambitions of the allegedly “moderate” Iranian president Rouhani. The Weekly Standard has a nice biography of Rouhani ( which means “pious” or “a cleric” in Arabic.)

Yet since 1979, throughout his entire political career, he has systematically violated what even hard-nosed Islamic jurists might consider sacred obligations that rulers owe their subjects.

Netanyahu wins in Israel !

In spite of the best efforts of the Obama GOTV team, the Likud Party in Israel improved its position in the Knesset and its leader PM Netanyahu will be the PM again. The LA Times is, of couyrse, outraged at the “cynical ” win.

Netanyahu fought to hold on to power in the worst way. In a desperate attempt to win the support of hard-line voters, he repudiated his tepid-from-the-start support for a two-state solution in which Israel would coexist peacefully with an independent Palestinian state.

His previous support for the Palestinian state was “tepid-from-the -start” in 2009 because there was a new left wing government in the US and he wanted to avoid controversy even though he did not believe that the Palestinians were serious about two states. Mitt Romney was equally skeptical but willing to make gestures toward the hoary concept. This, of course, outrages the left, which is in a weird alliance with radical Islam.

Dropping all pretenses, he played the race card early on Election Day, posting a Facebook video with an explicit ethnic message: “Arab voters are coming out in droves to the polls.” The intent was obvious—to scare the hell out of right-wing and anti-Arab voters who had not yet hit the polls. This brazen move followed another brazen sop to the right. On Monday night, Netanyahu declared that if he were elected, he would never permit the establishment of a Palestinian state. With this last-minute pander, Netanyahu reversed his previous public position—announced in a 2009 speech—that he supported a two-state solution to the Israeli-Palestinian conflict.

Arabs, of course, are not another “race.” They are Semites, just like Israeli Jews. The left insists that Jews are European and are oppressing the poor local Arabs. Mitt Romney was attacked in the same left wing article.

a donor asked Romney how he would solve the “Palestinian problem.” Romney provided a detailed reply and insisted that the Palestinians have “no interest whatsoever in establishing peace, and that the pathway to peace is almost unthinkable to accomplish.”

He noted that a Palestinian state posed “thorny questions” and became quite passionate in detailing the issues at hand:

Some might say, well, let’s let the Palestinians have the West Bank, and have security, and set up a separate nation for the Palestinians…[B]ut the border between Israel and the West Bank is obviously right there, right next to Tel Aviv, which is the financial capital, the industrial capital of Israel, the center of Israel. It’s—what the border would be?

The writer helpfully points out that the “West Bank” does not share a border with Syria.

As one can see, it is almost three miles to Syria from the West Bank. Romney’s point is made well by such maps.

The leftist hysteria over Netanyahu’s victory is shared by a sulking White House, which refuses to congratulate Netanyahu.

A Very good explanation of Hillary Clinton.

Kevin Williamson is one of my favorite writers and I have read his book and thoroughly enjoyed it. Today he has an excellent column on Hillary Clinton that seems to me very insightful.

[T]he Democrats place an extraordinary value on cleverness: They are the party of the student council, and Bill Clinton has spent 50-odd years proving to the world that he is the cleverest boy at Hot Springs High School, and his admirers loved him not in spite of his gross opportunism and dishonesty but because of those very things. Finally, the Democrats rejoiced, a man who can show those Republicans for the unsophisticated, unclever fools that they are! Mrs. Clinton is at the moment looking somewhat short of clever.

I have thought all along that Bill was the clever boy in school who was almost an accidental president. George Bush was convinced to raise taxes at the beginning of a recession, I have always believed, as part of a deal to get Democrats to vote for the Gulf War. There has been considerable speculation about Al Gore’s vote for the Gulf War.

Later that night, Sen. Gore called Greene and asked if Sen. Dole had scheduled him for a prime-time speaking slot. When Greene said nothing had been finalized yet, Gore erupted, “Damn it, Howard! If I don’t get 20 minutes tomorrow I’m going to vote the other way!”

Gore wanted more time on TV. What about Dan Rostenkowski ? The Democrats supported Bush in the Gulf War vote by a minority of 32% of their members
