“Acting White.”

Back in the days before “Black Lives Matter” there was a phenomenon called “acting white” that applied to black kids who tried to study and do well in school. Quite a few succeeded in spite of it. It has been succeeded by a new theme of “White Supremacy” that attributes certain behavior to “Whiteness.” An example is “Whiteness as a problem.” This is actually a college course.

A class to be taught next semester at the University of Wisconsin Madison called “The Problem of Whiteness” aims to “understand how whiteness is socially constructed and experienced in order to help dismantle white supremacy,” the course description states.

“Whites rarely or never questioned what it is to be white,” Assistant Professor Damon Sajnani, who will teach the course, told The College Fix in a telephone interview last week. “So you go through life taking it for granted without ever questioning or critically interrogating it.”

For Sajnani, one way to solve this is to offer “The Problem of Whiteness,” an analysis of what it means to be white and how to deal with it as a “problem.”

Now, what is the problem of “Whiteness?”

The Race Card

There was a shooting in Florida this week that has now accumulated all the “usual suspects” for a racial extravaganza. The bare details are that a Florida neighborhood had had a high number of burglaries in the previous year. The neighbors had instituted a “neighborhood watch.” The watch member on duty saw a black tennager in a “hoodie” sweatshirt acting in a way that was suspicious in his opinion. He called 911. The 911 call was recorded but the record may not be clear. A new eyewitness has said that the shooting victim was attacking the shooter and was on top of him as the shooter called for help.

The usual suspects have all appeared, including Barack Obama, who seems to insert himself into every racial incident. Of course, Al Sharpton (MSNBC commentator) is heavily involved. Hopefully, the body count will not reach previous levels in Sharpton’s activities. Sharpton did manage to convince some suckers to pay his debts in the Tawana Brawley hoax I guess that means he can go back to New York for his MSNBC gig.

This may be the substitute for the failed contraception ploy the Democrats attempted. Maybe there really was a crime committed by an excited neighborhood watch member. If so, the magnitude would be voluntary manslaughter, hardly a reason for the attempted lynching now going on in Florida and Washington. It is ironic that the group, which suffered 100 years ago from lynching, now seems to promote it. I think the Republicans would do well to stay away from this case with the exception of the usual sympathy for the victim. It is getting ugly and the facts are far from established.

When the second world war ended, and the boys began to come home, my parents held parties for all of them who came back to Chicago. Many were friends of my cousin, Bud Kerrison, a B 17 bombardier who served in North Africa. Bud flew 50 missions; the 8th Air Force flying out of England only had to complete 35 missions because their loss rate was higher. His friends, some of whom were from Chicago, had similar military records and had served with him in the same theater. In addition to his Chicago buddies, a bunch of friends from other cities came to the parties and quite a few of them stayed. Why ? Bud had two beautiful sisters and they had a large number of beautiful girlfriends.

There were quite a few marriages that began with my parents’ parties and my mother kept in touch with many of these couples until she died 55 years later. There were a lot of beautiful girls and they all stayed married to the guys they met at the parties.

On of the friends of Bud who stayed on was great big guy named Frank Flanagan. His father was Chief of Detectives in the Philadelphia PD and, as some say, if cut, Frank would bleed blue. At that time, and for years afterward, the Chicago PD was corrupt but, as in any big city department, there were pockets of career officers who maintained the honor of the position and were respected even by the corrupt among them. One such was the father of Pat Neary. She was a beautiful girl with a Irish smile. Her father was an Inspector of the Chicago PD and a great guy. I was about 8 years old then and was fascinated with a tie clasp he wore that had suspended from it a tiny revolver. The tiny pistol worked mechanically and the trigger could be pulled and the cylinder would revolve and the hammer would fall, just as with a real pistol. He told me it even shot tiny bullets but I fear that may have been an embellishment. There are such tiny working guns, so maybe he wasn’t exaggerating after all.

Many of those girls from 1946 stayed beautiful into old age. I haven’t seen Pat in 20 years but she was trim and beautiful with a slight Irish accent the last time I saw her. She had three beautiful daughters.

Marion still looks pretty good at the age of 92. That’s her son Kerry who is 65. She lives alone in a nice condo and goes to the movies with my sister every week.

Anyway, Pat and Frank got married and lived happily ever after, except for one small problem. The Chicago PD pay scale was lousy. They could not afford a house for years and Pat drove an old clunker of a car. My father used to show up with piles of toys for the kids but no one doubted that the purpose of the low salary was to keep the policemen susceptible to bribery. Frank put up with it and there was never a whiff of anything improper about him. The crooks in the department knew this better than anyone else and so a little conspiracy was launched to protect Frank, and probably others like him, from the hustlers. The Mafia had a stranglehold on Chicago and the one place where someone like Frank was least likely to run a foul of organized crime was hit and run accident investigations.

Frank became chief of Hit and Run. A few years later, Life magazine ran a special feature on him as the first crime lab in Chicago law enforcement history began to get results. They developed means of identifying paint chips recovered from accident scenes and then identifying the make, model and year of the car the chip came from. That is no big deal now but it was revolutionary then. The rate at which hit and run crimes were solved became phenomenal. The Life Magazine feature began with a photo of Frank answering the telephone with his signature greeting, “Hit and Run, Flanagan.” He went on to Homicide and thrived as a good Homicide detective.

In 1960, everything changed. The city was hit with a monumental scandal when it was discovered that a burglary ring was run from a police district on the North Side. Corruption had taken over the department and Mayor Daley was faced with a desperate need for a respectable figure to take over the department and clean it up. He found him in a Harvard Professor named Orlando Wilson. Daley was desperate and this gave Wilson enormous power. He could have just about anything he wanted.

In 1960, Chicago mayor Richard J. Daley, in the wake of a major police scandal,[6] established a commission headed by O.W. Wilson to find a new police commissioner.[7] In the end, Daley decided to appoint Wilson himself, as Commissioner.[8] Beginning on March 2, 1960,[4] Wilson served the Superintendent of Police of the Chicago Police Department until 1967 when he retired.
Reforms demanded at the outset by Wilson included establishment of a non-partisan police board to help govern the police force, a strict merit system for promotions within the department, an aggressive, nationwide recruiting drive for hiring new officers, and higher police salaries to attract professionally qualified officers.[8]

Wilson began searching the department for honest and competent men. He found Frank Flanagan in Homicide and made him Chief of Homicide. Among the big homicide cases investigated by Frank was the Richard Speck case, in which Speck raped and murdered 8 student nurses in one night. It was a huge sensation in Chicago for years.

Here is a copy of a Chicago police newspaper (pdf) with a story about Frank and a photo of Pat and his three daughters. Pat is still beautiful there, 18 years after they met at my parents’ party. The two stories about Frank are on pages 4 to 7.

I got stimulated about this after reading a post at Patterico by Jack Dunphy. Dunphy (a pseudonym) wonders what is wrong with Chicago? Crime is out of control and nothing is being done, or at least it seems that way. The details of the sickening situation are here. My brother-in-law is a retired CPD officer. He was retired by the time the situation as described arrived but he was constantly frustrated in the promotion process as affirmative action was in full flower then and only blacks were considered for promotion. If there were not enough blacks applying, some white officers would be considered. The linked article does not mention race but you can be sure it is a huge factor. My brother-in-law finally gave up and stopped taking the sergeants’ exam, a disservice to my sister, but he was sick of watching the list posted every six months.

Frank died a few years ago and, unfortunately, had no sons. He and Pat (still with us but ailing) were the products of a tradition of police families. Maybe if there was a Flanagan on the force, things might be better. In addition to his police service, Frank was the commanding officer of an Army Reserve unit in the city. He retired a full colonel. There aren’t many like him. Among other things, he was a big, hearty, friendly guy and he never lost his Philadelphia accent.

This article from the Daily Telegraph describes the process by which the British were stripped of the right to self defense.

Self defence, wrote William Blackstone, the 18th-century jurist, is a “natural right that no government can deprive people of, since no government can protect the individual in his moment of need”.

What changed ?

For almost 500 years, until 1954, England and Wales enjoyed a declining rate of violent crime. In the last years of the 19th century, when there were no restrictions on guns, there was just one handgun homicide a year in a population of 30 million people. In 1904 there were only four armed robberies in London, then the largest city in the world.

We still remember this reputation of Britain as a peaceable kingdom. The Lord of the Rings trilogy contrasted the peaceful Shire, inhabited by hobbits who were more concerned with warm hobbit holes, good food and smoking tobacco than with politics, with the harsh outside world. The books have been interpreted as allegorical comparison with Nazi Germany. What has happened since Tolkein wrote them ?

The practical removal of the right to self defence began with Britain’s 1920 Firearms Act, the first serious limitation on privately-owned firearms. It was motivated by fear of a Bolshevik-type revolution rather than concerns about householders defending themselves against robbers. Anyone wanting to keep a firearm had to get a certificate from his local police chief certifying that he was a suitable person to own a weapon and had a good reason to have it. The definition of “good reason”, left to the police, was gradually narrowed until, in 1969, the Home Office decided “it should never be necessary for anyone to possess a firearm for the protection of his house or person”.

Thus, crime was never the problem that led to the disarming of the population. Once guns were banned, the principle was extended to any potential weapon.

The 1953 Prevention of Crime Act made it illegal to carry in a public place any article “made, adapted or intended” for an offensive purpose “without lawful authority or reasonable excuse”. Any item carried for defence was, by definition, an “offensive” weapon.

Thus, it became illegal to defend yourself. The rule became to wait for the police to defend you. What if they didn’t arrive ?

Rather than permitting people to protect themselves, the authorities’ response to the recent series of brutal attacks on home-owners has been to advise people to get more locks and, in case of a break-in, retreat to a secure room – presumably the bathroom – to call the police. They are not to keep any weapon for protection or approach the intruder. Someone might get hurt. If that someone is the intruder the resident will be sued by the burglar and vigorously prosecuted by the state.

What was the result of this policy ?

At the same time as government demanded sole responsibility for protecting individuals, it adopted a more lenient approach toward offenders. Sentences were sharply reduced, few offenders served more than a third or a half of their term, and fewer offenders were incarcerated. Further, they were to be protected from their victims. Tony Martin, the Norfolk farmer jailed for killing one burglar and wounding another, was denied parole because he posed a danger to other burglars.

The “more guns, less crime” argument has been attacked in America as flawed research and the author of several of these studies has been vilified. What about the experience in Britain, far from the National Rifle Association?

This trade-off of rights for security has been disastrous for both. Crime has rocketed. A UN study in 2002 of 18 developed countries placed England and Wales at the top of the Western world’s crime league. Five years after the sweeping 1998 ban on handguns, handgun crime had doubled. As was forecast at the time, the effect of outlawing handguns has been that only outlaws have handguns.

The recent Heller decision has stimulated this debate once again. We will hear more about this issue in the months and years to come. Here is a Glenn Reynolds law review article on the future course of gun law litigation.

UPDATE: The original plaintiff, Heller, had his application denied today. The bureaucrats don’t give up that easily.

A cautionary tale

Urban renewal was a big subject 20 years ago. The big downtown housing projects that had been built in the 1950s were being torn down. They had turned out to be too big and the residents had become hostages to the criminal element, unless they joined the crooks. The high rise projects had replaced low rise “slums” that, it turns out, were more people friendly. The next big thing was called SEction 8. This was a program that provided poor people with vouchers which they could use to rent housing in nicer neighborhoods. As a member of the Planning Commission in Mission Viejo, I saw the intense pressure being put on all small cities to build more “affordable housing,” usually in clusters so developers can maximize profit from the subsidies.

The results of all this are now coming in. It is not good.

A thought experiment

The Washington Post today suggests a “thought experiment.

Conduct a thought experiment: Imagine that the Rev. Jeremiah Wright, former pastor to presidential candidate Barack Obama and preacher with controversial views, was not an outspoken black man but a white woman who penned her controversial ideas in a scholarly journal. If Wright’s views were the only thing that mattered, his race, sex and public style ought to make no difference.

Let’s try this. The “white woman” would have suggested the following:

At the NAACP meeting, Mr. Wright proudly propounded the racist contention that blacks have inherently different “learning styles,” correctly citing as authority for this view Janice Hale of Wayne State University. Pursuing a Ph.D. by logging long hours in the dusty stacks of a library, Mr. Wright announced, is “white.” Blacks, by contrast, cannot sit still in class or learn from quiet study, and they have difficulty learning from “objects” — books, for example — but instead learn from “subjects,” such as rap lyrics on the radio. These differences are neurological, according to Ms. Hale and Mr. Wright: Whites use what Mr. Wright referred to as the “left-wing, logical and analytical” side of their brains, whereas blacks use their “right brain,” which is “creative and intuitive.”

Does anyone imagine she would have gotten away with that ? Imagine this :

Mr. Wright also praised the work of Geneva Smitherman of Michigan State University, who has called for the selective incorporation of Ebonics into the curriculum in order to validate the black experience. Mr. Wright gave another shout-out to the late Asa Hilliard of Georgia State University, who told us, Mr. Wright said, “how to fix the schools.” Like Ms. Hale, Mr. Hilliard argued that disrupting the classroom through “impulsive interrupting and loud talking” is inherently black. His bogus Afrocentrism, propounded in his “African-American Baseline Essays,” metastasized in educational circles during the late 1980s and early 1990s. Mr. Hilliard argued that Western civilization was at once stolen from black Africa and crippling to black identity. As the late Arthur M. Schlesinger recounted in his 1991 alarum about multiculturalism, “The Disuniting of America,” Mr. Hilliard urged schools to teach black students that Egypt was a black country; that Africans invented birth control and carbon steel; that they discovered America long before Columbus did; that Robert Browning and Ludwig von Beethoven were “Afro-European

Had enough ? No ?

There is

University of Pennsylvania law professor Regina Austin. In a widely reprinted California Law Review article from 1992, Ms. Austin asserted that the black community should embrace the criminals in its midst as a form of resistance to white oppression. People of color should view “hustling” as a “good middle ground between straightness and more extreme forms of lawbreaking.” Examples of hustling include “clerks in stores [who] cut their friends a break on merchandise, and pilfering employees [who] spread their contraband around the neighborhood.

So, our mythical white female professor would suggest that

Blacks, by contrast, cannot sit still in class or learn from quiet study, and they have difficulty learning from “objects” — books.

They should embrace thievery as a cultural norm.

People of color should view “hustling” as a “good middle ground between straightness and more extreme forms of lawbreaking.

And,

In his NAACP speech, he mocked the tendency of “those of us who never got caught” to treat “those of us who are incarcerated” with disrespect.

That should certainly prove the thought experiment’s point.

a white female scholar ought to damage Obama’s popularity in the same way the pastor has done recently.

Well, she would have to suggest that he sat for 20 years listening to these theories and exposing his children to them.

Having established that as a fact, yes, I think it would hurt him just as much.

Another death on the ACLU’s conscience

The deinstitutionalizing of the mentally ill in the 1970s followed directly from the ACLU lawsuits against committment of the mentally ill. This followed the movie, “One Flew Over the Cuckoo’s Nest.” That is a damn poor way of making public policy but that is what we have. Now we have one more murder to chalk up to the ACLU. Here is another such example. Mental health professionals worry about the effects. Still, nothing is done.The legal situation is chaotic. But still people, psychotic and their victims, continue to die.
